IMU 2013
I read today that whilst the government have upheld the suspension/cancellation of IMU for 2013 on prima casa for the second installment, like the one in June, the comuni have until the 9th December to declare at whch rate it will be payable. This means the cancellation is declared at one rate then the comuni hike the rate and we will alll have to pay a 'mini-installment' by 16th January to cover the difference. Watch this space as I'm sure it'll change again!

Well we've paid the 2nd installment of this year's IMU today, having paid everything for the rubbish earlier in the year.
So either I'm very smug or living in a fool's paradise!

We also paid everything during our last visit. My poor hubby had to run around quite a bit to get everything sorted out. Not living there permanently, we really can't pay in installments. We need to pay everything while we are there.

My VERY limited understanding is that we have to pay 40% of the difference in the amount IF our comune were increasing the 4% from last year ?? Ours was increased to 6% from the 4%.
I believe this has to be paid by 16th Jan ?

Its all a mess. You should technically pay 40% of the hike by 16 Jan, but nobody quite knows 40% of what. I thought it was 40% of the difference in the last change, and not the one that preceded the setting of the rates in June. Others think it is different. Nobody knows. And to cap it all, the first tranche of your Tares/TUC is also due in January and they haven't even decided how to spell it yet.

Ghiro, wish we knew the answer. It seems like it is still thought that the comune can/could/will take a little if you are resident. If none resident, then you pay...

The ST is wrong. There was no September tranche of IMU to cancel this year. and for 2nd homes nothing was cancelled.
If your commune set the IMU at above 0.4% and you paid only 0.4% as your aliquots then then you have to pay 40% of the difference by 16 Jan, unless you already have done. Most 2 homes were set at 0.76% or more, but some communes set the minimum thinking they would be bailed out.
Fees do change from 1 jan, but for second homes there is really no difference. Instead of 7+2+1% you for a 2a casa you will pay 9+two fixed boll - so it all depends on your catastal value as to whether you will save anything, or in fact pay more. There will be a saving for 1a casa.

I'm hoping the nice lady at the Comune will work out how much I am supposed to pay. When I spoke to her this summer she said to email her to remind her to work it out. I said that's a bit like dropping the executioner a brief note to remind him he's supposed to chop your head off! She was a little amused but I expect no mercy. What she couldn't tell me was whether the State would be expecting an IMU payment on second homes. Does anyone know about this?

In 2012 you had to make 2 payments with 2 codes to the local ente and the state. In 2013 this was simplified so you made one payment to one code and the state sorted it out.
As a second home you pay, but you make one payment usually under code 3918 if its a normal house. Obviously if you own it with your other half you pay half each.
If your commune has upped the aliquot in the last couple of months, you should pay the new aliquots in December, and calculate the increase on the original rate for the first six months - there are web sites that will do this for you. Or pay what you think you should pay, and then sort it out later...

The problem was in June I made two payments (well, six actually on behalf of myself and two sisters) three under Codice Tributo 3918 to the Comune and three under Codice Tributo 3919 to the State. So, it seems as though I had inadvertently carried on using the 2012 two-payments system. Anyway, I've emailed the Comune and said this is how much I think I should pay and, if I don't hear otherwise, will do so. Oh, and I have to add an extra 5 Euros per payment to cover the cost of the 'bonifico'.

Oh God, I'm SO confused about IMU. I thought the idea of the F24 was that it was supposed to be fairly easy to do, but having paid it in 2012, I was still completely baffled when it came to 2013. In the end we took it to a commercialista who charged an arm and a leg to do it.
