On the other hand, if some gondoliers (I am certain that it may be a small percentage only) are behaving that way, certainly more control is needed. Whether it is a car, a bike or a gondola, they are endangering the lives of people. Not to mention the effect that all these allegations can have on tourism, which is a vital source of income for Venice.

IF I had to 'gondole' loud brash and thick tourists around Id need a drink.  Alternatively you can ignore just another Daily mail article that they make up cos they cant actually be bothered with news.

Perhaps, as you just said, it is an exaggeration, or an isolated incident. I have never watched anything like that. On the other hand, some weeks ago and while I was in Italy, I watched a program about the problems that the Italians were noticing in the management of certain of their best known tourist attractions, such as the "gladiators! at the Coliseum or kiosks that have been allowed at the Fontana di Trevi, hiding the fountain and looking like an eyesore... Perhaps all this needs some evaluation and positive action, as it is something that has been noticed by Italians.
