TARIS 2014
First topic message reminder :
Well, it looks likely we'll have a new tax replacing both IMU and TARES (rubbish tax) next year called TARIS. The IMU replacement is called TASI and the TARES replacement is called TARI. The TASI component will go 100% to the comune. It will also be payable by the owner and the tenant in a proportion between 90:10 and 70:30 respectively to be decided by the comune. It seems the TARI will be payable by the tenant as now. Of course this could all change. The comuni can varie the rates but the total must not exceed the old IMU rates plus 0.1% (ie max of 0.7% and 1.16%).
It looks like the TASI will be based on the cadastral value (like IMU) but the TARI will be based on the sqm (like TARES) just to make the calculations complicated! The rates bandied about were 1 per 1,000 or 0.1% for TASI and €0.30 per sqm for TARI. No news on reductions or exemptions.
We'll have to see what exactly comes out of the discussions this week but one thing looks pretty certain and that is the end of IMU.

I have just been catching up with my filing and realised that last year we paid 279 E for the rubbish tax ( Tari i think) this year we have paid 263 E so far and there is another bill in November for the final part. It is increasing at a rapid pace!!!
Since it's based on the size of the property I am for once glad we have such a small place!!

Hello everyone
Wonder if anyone out there can help me at all? I am non-resident in Italy but own a property there. It is in use around ten weeks a year and the ownership is split between myself and my husband. It is a four bedroom property and we do often allow family and friends to holiday there (within that ten weeks of occupancy). I have just received my TARI bill which is due in a couple of days. I note that the calculation seems to be based on the sq meterage and an assumption that there are three occupants. I have no idea why that has been decided. Can anyone shed any light on this, or on the saving if it had been based on two people? Should there be a reduction as we are non-resident and the house is infrequently occupied? My Italian is terrible and I am trying to weigh up whether it will be worth the effort of trying to communicate with my comune.

I'm sure Modicasa will be able to answer this one, but I would guess it would be a lot cheaper. I seem to recall it being said that the letter/bill for this needed to be checked as many are being incorrectly assessed.

It is up to the comune whether they offer discounts for holiday homes etc. It is correct that it is based on sqm but if there are only 2 of you then you should obviously only be billed for 2 people. You need to speak to the comune about it.
I cannot see how the TARIS is due in 2 days however. It was either due at the same time as IMU (15th June) if the comune had stated the rates OR in Comune that hadn't it is due in October.

Second homes ie non residents can quaify for a discount at the discretion of the comune. TARI is calculated on square metrage as Admin says - and some comunes also include how many people notionally live there - but not all. If yours was a comune which decided its rate for TARI before the end of May you would pay half in June and half in December. For the comunes which didnt decide you will pay the first half in October and the second half in December.

Just realised StrawberryStar you are talking TARI, not TASI. I understood TARI was down to the comune to set the payment date(s), we paid our first lot months ago. Not too sure if it will make much difference how many are on the bill, but it's worth a try...

Steve you're right - I got mixed up with TASi too. So forget what I wrote - TARI bills came out in the spring - and there is no October tranche, unless you pay by instalments and not in one lump!. Its the heat you know......

I'm no longer too sure where this should go... TARI (rubbish tax), perhaps we should call it "rubbish tax (aaaaa where aaaaa = name of charge today!). Anyway, I noted on another site that someone has a bill today, due 31 August 2014. We also think Strawberry had a TARI bill recently. Do we therefore conclude, knowing that the comune decide this charge time etc, that there is no set dates for this, no set instalments? I can't recall if our filed away bill was full payment or not, but suspect it was first of two. We got this and paid it in May, so guess I'd better go and look...

We called at the commune when we were in Pigna last week and were told that the TARI bill for 2014 had been posted. That’s the first time ever…and true to their word, we received the bill the same week
Yes, there are three payment dates:
1st payment date: 31.08.2014
2nd payment date: 31.10.2014
3rd payment date: 16.12.2014
Alternatively, one payment in full by 31.08.2014. Payment has to be on a F24, which came with the bill, four x F24s already filled in. However as the square metre of our property is incorrect (we have brought this to the commune’s attention for three years but with no result) and the number of occupants shown is also incorrect, we’ve only paid the first instalment on line which meant that I had to fill in an online F24.
I also asked the bank manager in Pigna about TARI and the changes next year. He said that communes could decide to implement TARIS this year or leave it as TARI. Next year TARIS will be implemented and he expects a significant increase. Pigna decided to leave it as TARI for 2014. When I told him that I’ve tried for 3 years to have the square metres changed (I showed him the original deed document confirmed by the geometra) and the number of occupants, he promptly picked up the phone and called the commune on our behalf. Bottom line - we have to pay the first instalment due on 31.8 and on the 1st September, a new amended bill will be sent to us. He told us not to pay the second instalment until they have corrected it and if I have any further problems to let him know.
Now I wonder if I can get the same service from my Dutch bank manager…

Yes, had a check of ours, we paid in May this year for the period 01/01/14 to 30/06/14 for 2 quarters on acconto (€63 per quarter) and it looks like there are 2 more final parts to pay...

The only Bills due on the 31st August are INPS, I think.

Yep I'd be surprised at anything being due here on the 31st August! I'm "happy" after looking at our bill and hearing from others in different comune that they are all doing it different. Looking at the dates we received the 2 bills for the first two quarters, we likely will get the other 2 final rubbish (TARI) bills in the next few weeks...

We had ours printed off as it will be sent to England. Payment in one instalment had to be made for the 16th September. Although we have a 60% reduction. No bins near us. The number of occupants was listed as 3 not 2. If it had been 2 then it would have been lower than the previous rifuiti bills! I wonder whether they decide that you will have visitors so increase the number? Is this worth challenging?

Same here, 3 instead of 2 and they know it's 2 absolutely worth challenging We did, bill's been reduced, but I think I can forget a refund for the past six years not going to give up on it though, enjoy a challenge

You won't get a refund for the last 6 years as basing it on the number of people at the property is new this year. Before that it was just on the size of the property.

No, not the number of occupants, yep that’s the first time that’s on the bill. What we’ve been trying to get them to correct for the past six years is the square metres. We have copies of all our correspondence and bills dating back six years and for the first time they've acknowledged that we’ve been overcharged. Progress… no offer of a refund though but I intend to stay on the case…

Our council (Bagni di lucca) is not charging second house owners with Taris is this the case with all the councils? and it has also decided not to charge any further Tari, (they said there would be another payment to be made december) Not sure i believe them!!

Well you can acces the official documents for your comune HERE at least your comune has produced 3 separate documents, but unfortunately, like ours, they seem to be a scan... Far too much for me to translate. Reading ours it would seem they are charging IMU + TASI (no mention of TARI (rubbish tax) ) for a main resindence, but it could just be my reading of it incorrectly. Feel a trip to the comune coming on!!

Well Apricale is not charging TASI at all. I suspect that is because they kept IMU at last year's levels and so are already up to 10.6 per thousand. No mention of TARI yet so I guess we have to wait for the bills for that.
