TV licence
So the tv licence is going to be collected via the electric bill. How is that going to work?

The licence fee will be reduced to 100€ and incorporated into the electricity bill as from January 2016. I also have no way of watching Italian TV at Casa Ghiro.

I think if a resident and (like in the UK) you have either a tv, computer, smartphone capable of picking up a tv signal you will have to pay.

At the moment if you have two houses you only pay the licence fee at the main residence, I wonder if that will change? and how will enel (or other companies) know which is the main residence?

I actually like this idea, probably because I am one of the people who pay it annually anyway, so I'll save a few euros ! But I am sure there wll be some sort of self certification for those who do not have the ability to use TV.
As Angela mentions, I think it will be a catch all solution that you can somehow get around.
We watch hardly any Italian TV (other than news, mainly because we think it is pretty poor stuff), but it is not a lot to pay ?

it worries me when politians use the word probably in statements as in the link you posted Gala "people's holiday homes would probably be excluded" !

I am not quite sure about that statement. In my opinion, everyone will be charged and then, if holiday or second homes are exempted, it will be up to the owner to claim a refund....

In our paper at the weekend they said it would only apply to the prima casa as seconda casa pays higher electricity anyway which is, of course ridiculous as it is not supposed to be a tax. The article did say that it only applies to TV's but that they expect this to be extended to smart phones and tablets etc.

Its the usual cockup on the part of the govt.
Renzi announces it, without having had any dicsussions with the electricity providers
The Electricity providers say they have no intention of doing it and that it is unconstitutional
Its Italy so itwill take 2 years to put into practise
Renzi announces it will start on 1 jan 2016
Elctricity companies say thats a bit soon
Renzi says it will be taken in two monthly gobbets of 16.66 euros, but in the first year it will be taken on the first bill of the year in one lump sum.
He says it will only apply to prima casa
He forgets that the electricity companies dont talk to each other
He says that smart phones, tablets etc are exempt
Unlike in the UK its not the using of the tv that necessitate the ownership of a licence but the ownership - if you have a b&w tv that sits in a corner and is used as a vintage cocktail cabinet, you must have a licence in ITaly.
RAI is set tp increase its imcome by around 35% with this move, which means even more bloaated budgets for appalling tv, and presumably no decrease in publicity.
There is no way at the moment to not pay the fee if you are a resident.
If you dont pay it there will be no sanctions - the original 500 euro fine has already been cancelled.

With just two months to go, there seems to be very little information about the new system. I checked the RAI website and there seems to be no information there either?
