Funnily enough my ex just had to pay this but thinking about it the drive never got constructed and the planning has lapsed. However, the cost of getting someone to sort it out is definitely more than the € 60 - odd euro bill so it got paid.

This 'tax' is payable to the commune if you open a 'varca' onto a comunal or provincial road. The rate is set by the comune and is payable per linear metre opened. You also have to fulfil other requirements such as set your gat back by x metres, provide an angle of 4y for turning cars and so on. Entrances made before the year (fill in comunes prepenultimate PRA) do not pay.

Thanks yet again for the great info.... Just for anyone later looking at this, just what's this Varca? Would you expect details of this to be included in any sale contract when we bought?

Down here, its when you make a gap in a dry stone wall, make a little 'layby' and build a gate/drive. The council come and tell you how you must do it. Should it be included in a contract? Well, it depends whether it has just been done, or is still to be done. If you were buying off plan I would expect it to be explained. If it were existent, and you knew the house was new and wasnt using a preexisting access, its debatable - you expect to pay rubbish tax so in a way you expect to pay the driveway tax, but you just have to know of its existence!

Thanks Modi, tricky one as despite reading extensively about buying we never came across this tax. Our place has a large drive, well 2 in fact that come together at the bottom to join the SC road. I suspect at least one of them has been there 30-40 years and the other not much less. We did have the Comune Geometer informally tell our neighbour that the bottom of the drive(s) should have a drain between it and the strada because the rain off it was going on HIS land.... It now goes off the drain in torrents and straight down on to his still...
