'Jobs Act'. Why? Empty 'Jobs Act'. Why?

Why is Renzi's latest initiative to create jobs called a 'Jobs Act'.  By this I mean why is it in English?  Are we somehow supposed to believe that because it's in English it will work where previous attempts have foundered?  Does it make it appear more cool?  It could be argued that the French are over-protective in defending their language from the insidious encroachment of English but the Italian response of abject surrender does not seem the way to go.

No it's because they can then be learning English and go to the UK to get a job. Ties in with the fact they were reporting an increase of 66% Italians applying for National Insurance numbers in England last year. No wonder they also wanted to deduct 20% from transfers into the country... Apparently the Italian figures reputed the English numbers, but interviews with some Italians working in London said it was because none of them reported it to the Italians for fear of losing health cover in Italy etc...  Surprised  Shocked  Surprised

but that takes all your twitter characters, and Renzi is too given to twitter and becoming the heir to Blair to not become the soundbite king.
