TV license payments for non-residents

I have just been caught for unpaid TV license (since the introduction of taking it from electricity bills). My ignorance as I believed non-residents didn't have to pay. Guess I was wrong! Or was I???
They've been reasonably kind - no fine, just cough up.
Since discovering this I've been trying to set payments up from my EON account for next year. According to the canone people it can't be done from a non-resident electricity account. I'm not that bothered, as I can pay it with a good old F24, but the question is by when?
Any help on this minefield gratefully received!
